AA 52-year-old female pedestrian was struck and killed by a Nissan Altima about 6:30 a.m. today in the 1200 block of West Waters Avenue, Tampa police said. The vehicle's driver, 69-year-old Carlos Alquizar of Lutz, will not be cited, police said. Debbie Gower, 52, of Tampa, was struck while walking northbound across Waters Avenue.
