It sounds like a good deal between Safety Harbor and Clearwater on recycling.
Safety Harbor decided to take over its curbside recycling program from a private hauler and has been looking to process its recyclable materials at Clearwater's resource recovery facility. Safety Harbor officials, however, were concerned Clearwater might steeply increase the fee it charges for the processing and wanted Clearwater to agree to a cap on fee increases.
Clearwater countered it might need to charge more if Safety Harbor greatly increases the amount of recyclables it wants to process.
By way of a compromise, Safety Harbor has agreed to go without the fee cap and Clearwater is giving Safety Harbor the ability to get out of the agreement if Clearwater wants to increase the processing fee in excess of 10 percent.
That sounds like a plan to us.
