Lawmakers Hear Palm Harbor Incorporation Idea

DUNEDIN, Fla. - DUNEDIN, Fla. - A group studying the idea of turning the Palm Harbor area into a town took the concept before state lawmakers representing Pinellas County this morning.

Jim Kleyman, spokesman for the Palm Harbor Coalition, the group studying the feasibility of incorporating at least a portion of the area south of Tarpon Springs and north of Dunedin, sought the support for incorporation from the Pinellas County Legislative Delegation during the delegation's meeting held Thursday morning at Dunedin's Hale Activity Center.

The area of possible incorporation, still somewhat loosely defined, has some 60,000 residents. The western boundary of the area is roughly defined as the Alt. 19 corridor while a line running north and south through Lake Tarpon represents the eastern boundary.

The East Lake, Crystal Beach or Ozona areas could be included of residents of the area are interested in joining an incorporated Palm Harbor, coalition leaders say.

First, however, the coalition is trying to determine if the benefits of creating an incorporated "Town of Palm Harbor" with a city council-manager form of government would outweigh the negatives, primarily an extra layer of taxation.

Early next year the delegation could vote on whether to bring the issue of Palm Harbor incorporation before the Florida House and Senate. Legislative approval would let voters of the proposed area to be incorporated vote in a referendum that could be held as early as November 2008.

The legislative delegation met Thursday morning at the Hale Activity Center, in Dunedin.
